Surrender Certificate

When a minor child acquires foreign nationality, it is mandatory under Indian law to formally renounce Indian citizenship and surrender the Indian passport. This process ensures compliance with the Indian Citizenship Act, as India does not allow dual citizenship. Even though minors may not have acquired Indian citizenship by choice, once they are granted citizenship of another country, their Indian citizenship must be renounced through a formal application. Parents or legal guardians are responsible for completing the process on behalf of the minor. The application includes submission of the minor’s Indian passport, proof of acquisition of foreign nationality, and other required documents. Upon successful processing, a surrender certificate and renunciation certificate are issued as official confirmation that the minor is no longer an Indian citizen. These documents are often required for immigration, visa, or legal purposes, and should be retained for future reference.

Note: Old passport shall be cancelled by the High Commission and cannot be used for travel.

Follow the below steps in order to apply

A) For adults

  1. Create an account (Register yourself) on Alankit Indian Consular Application Centre (ICAC) website. Click Here to register.
  2. Fill the online application form on Govt of India's web portal (Surrender Certificate under Passport Seva). Please note that the form can be filled only online, and no further modifications are possible. Thus, filing of wrong and incorrect detail may cause rejection / cancellation of application at any stage. Take a printout of the completed application. Paste two photographs on the printed form and sign where indicated.
  3. Please print the Particulars form (Click Here).
  4. Book your appointment online at Alankit Indian Consular Application Centre (ICAC) website. You can choose a convenient date and time to visit the Alankit ICAC for your application submission. Click Here to book your appointment online.
  5. Ensure that you have all documents ready, exactly as per the "Documents Checklist" section.
  6. Visit the Alankit ICAC, as per your jurisdiction. The address and location of the ICAC will be clearly mentioned in the appontment letter. 
  7. Kindly ensure you reach the ICAC 15 minutes prior to your appointment time. 
  8. Submit your application and deposit your fees at Alankit ICAC. You can check the fee for this application under the "Fee Details" section. 
  9. Your application submission process is now complete! You can avail our Courier service to get your processed document delivered to your doorstep!
  10. While your application is in process, you can track your application to know the current stage of your application process. Click Here to track your application online. 
  11. Please Note:
    • In case applicant’s last Indian passport is with Australian authorities, the applicant should contact the concerned Australian authorities to provide the applicant with their passport. If the same had been forwarded to the High Commission or an Indian Consulate, the respective Indian High Commission / Consulate should be contacted to get back the last Indian passport. The Applicant has to submit physical copy of their passport.

B) For Minors

  1. Create an account (Register yourself) on Alankit Indian Consular Application Centre (ICAC) website. Click Here to register.
  2. Apply for Surrender of Indian Passport on Govt of India's web portal (Surrender Certificate under Passport Seva). Please note that the form can be filled only online, and no further modifications are possible. Thus, filing of wrong and incorrect detail may cause rejection / cancellation of application at any stage.. Take a printout of the completed application. Paste two photographs on the printed form and sign where indicated.
  3. Please print the Parental Authorization for Minors (Click Here) and Particulars form (Click Here).
  4. Book your appointment online at Alankit Indian Consular Application Centre (ICAC) website. You can choose a convenient date and time to visit the Alankit ICAC for your application submission. Click Here to book your appointment online.
  5. Ensure that you have all documents ready, exactly as per the "Documents Checklist" section.
  6. Visit the Alankit ICAC, as per your jurisdiction. The address and location of the ICAC will be clearly mentioned in the appontment letter. 
  7. Kindly ensure you reach the ICAC 15 minutes prior to your appointment time.

Document Checklist

  1. Please fill out the online application form on the official Indian passport website. After completing the form online, download and print a copy. Click here.
  2. Make sure both parents sign the printed application form where required, as this is mandatory for minors. Avoid making any manual corrections on the printed form, as errors cannot be corrected later.
  3. You must also complete and sign Form XXII, which is part of the application process and available on the official website.
  4. Submit the original Indian passport held by the minor for cancellation.
  5. If the original passport is lost or unavailable, please provide a statutory declaration explaining the loss, duly attested by a Justice of the Peace or a Notary Public. For residents of New South Wales, documents must be attested by a Notary Public.
  6. Provide one recent passport-sized photograph (2 inches x 2 inches) of the minor that meets the specified international standards for photographs. It’s important that the photograph adheres to official guidelines to avoid delays.
  7. Include a self-attested photocopy of the minor’s current foreign passport.
  8. Include a self-attested photocopy of the minor’s foreign citizenship certificate.
  9. You are required to schedule an appointment if you plan to submit the application in person at the relevant consular office. This helps ensure your application is processed smoothly.
  10. Please prepare to make the applicable fee payment using one of the following methods:
    • If submitting by post, ensure that the courier or postal service fee is included, as this is mandatory.
    • Now, print and sign this checklist and submit it along with your application and supporting documents to confirm you have included all necessary items.
    • You may need to make the payment using acceptable methods such as credit/debit card or cash as advised at ICAC website.
    • Finally, visit an Alankit ICAC Centre in person with all the required documents. Make sure to schedule an appointment in advance and arrive at least 15 minutes early.

Additional Important Notes:

  1. Ensure all information provided is accurate and complete to avoid delays or rejection.
  2. The consular authorities may request additional documents or information depending on your specific case. Please be prepared to provide any such additional materials promptly if contacted.
  3. The renunciation process is important to comply with Indian laws, as retaining an Indian passport after acquiring foreign citizenship is an offence.
